The new Government, founded on the Constitution, went into effect with the assemble of the first Congress in March 1789. The States had ratified the Constitution with the understanding that a Bill of Rights would later be added as amendments.It was up to Madison who introduced those amendments during that first Congress and fought diligently for their passage.
