HISTORY - DELCASSE Théophile (1852 - 1923) - Autograph letter signed - Ministère des Colonies - Educated in Paris, he began a career as a journalist. Elected to the Chamber in 1889, he became Under-Secretary of State for the Colonies, then Minister for the Colonies. He was a staunch advocate of the expansion of the Colonies. In 1899, he negotiated an agreement with Great Britain on the Nile Valley and Central Africa. German difficulties in Morocco led to his withdrawal in 1905.
