The term "ALL UP" came into use with the introduction of the first in the three phases of the British Empire Air Mail Program (June 1937.) In the first phase, all mail addressed to countries on the route to South Africa will be delivered by civil airmail at a regular, uniform rate. These are on airmail labels or any other marking. In the second phase (February 1938) destinations such as Egypt, Palestine, India, Malaya, and others were also included in this route. In the third and final phase (July 1938) Australia and New Zealand were also included. Set at 5.1 pence per half an ounce (about 15 grams). For comparison, in 1919 the first commercial airfare on the London-Paris line was 2 shillings and 6 pence, while in 1938 it was the postal rate flown from the UK to Australia (a distance of over 12 A thousand miles) 5.1 penny only.
