המחבר כיהן כרבה הראשי של קהיר וכנשיא בית הדין הרבני בעיר למשך כ-30 שנים. מחבר הספר נהר מצרים על מנהגי קהילת היהודים במצרים, וספרים נוספים. את הספר שלפנינו הוא חיבר בהיותו בקהיר.
