Arthur (Shimon) Ruppin (1876 - 1943) was a Zionist leader, economist and sociologist, director of the Palestine Office in Jaffa, one of the founders of Zionist settlement in Palestine. He headed the settlement department of the Zionist Executive in the Yishuv and was head of the German department of the Jewish Agency. The department worked to reestablish Bezalel to help absorb the artists who immigrated from Germany.
The Bezalel School of Art, which was the largest workshop of Eretz Israel art, encountered financial difficulties and was forced to close its gates in 1929.
In 1934 the Yishuv leaders initiated the reopening of the school. The founding committee was headed by Arthur Ruppin. In the 19th Zionist Congress, held in 1935 in Lucerne, Ruppin announced the establishment of the school, and the "New Bezalel Company" was set up to raise funds for the establishment of the school.
